Project Controls Specialist (Winchester, Virginia)

PT&C has an exciting opportunity for a Project Controls Specialist in Winchester, VA. This opportunity will consist of the following responsibilities:

  • Provide project controls expertise (including cost engineering and scheduling services) to support the USACE-TAM mission in Winchester, VA, commensurate with the USACE’s standard procedures for the management of mega projects.

  • The primary objectives of this position are to develop and implement an earned value management system (EVMS) for program work scope to include a performance measurement baseline (PMB) through construction and turnover.

Responsibilities include:

  • Verification and integration of program scope in the work breakdown structure (WBS)

  • Development and maintenance of a resource loaded schedule in Primavera P6 Professional (P6)

  • Development and maintenance of a time-phased budget baseline in Ares Prism G2

  • Development and maintenance of Key Performance Metrics (KPMs) for earned value reporting, and generation of periodic reports.

The successful candidate will participate in frequent meetings with the USACE Program Manager and staff, interface with the Architect-Engineer (AE), and coordinate with in-country personnel during construction and turnover.



  • Must hold an appropriate 4-year degree and/or have 7-15 years of acceptable cost controls, cost management, and business planning experience.

  • Must be in the process of pursuing or already have a professional designation including, but not limited CCT, CCP, CAPM, PMP, EVP or PSP.

  • Project management experience such as risk management, performance reporting, cost analysis, executive briefings, and schedule management is required. 

  • Candidate must be proficient in MS Office tools and Primavera (P6). 

  • Experience with cost accounting and financial systems is preferred.

  • Must work collaboratively with all team members and stakeholders, work independently and take direction from the lead project controls supervisor. 

  • Excellent written and oral skills are required.


  • Paid Time Off (PTO) – Employees begin accruing at the rate of 20 days per year. PTO begins accruing immediately on your first day of employment with PT&C. 

  • Paid Holidays – In addition to the PTO, there are 8 paid holidays: New Years, Memorial Day, Independence Day, Labor Day, Thanksgiving, Day after Thanksgiving, Christmas Eve and Christmas.

  • Insurance – PT&C provides major medical, dental and vision at a reasonable cost. Life insurance is company paid and additional life insurance is available for purchase.

  • Matching 401(k) – Employees are eligible immediately. You may contribute 6% of your salary and PT&C will match the first 6% with 3% or $.50 on the dollar. You may also contribute more than 6%.
