
Senior Cost Engineer/Consultant (Winchester, Virginia)

PT&C has an exciting opportunity for a Senior Cost Engineer/Consultant based in our Winchester, VA, office. This opportunity will consist of the following responsibilities:

Client management

Project and individual team management

Ensuring client expectations of the deliverables are met

Internal and external communication of encountered problems and solutions
-
Performing and documenting detailed takeoffs
-
Creating estimates, schedules or other deliverables relevant to their assigned discipline
-
Creating in-house and external communications (memos, letters and reports) for project deliverables
-
Undertaking literature searches and analyses of data activities for report preparation
-
Preparing variances analyses
-
QA/QC
-
Completion and delivery of the final deliverable
The successful candidate will typically work onsite at the USACE-TAM facility and provide cost estimate and task analyses, reports, and recommendations to the TAM project management team. Responsibilities will include:

Reviewing project scope and plan and the interface with all software programs to track and provide reports pertaining to the program scope, cost and schedule.

Providing cost estimating support towards the validation of the baseline cost estimate.

Coordinating all project value engineering initiatives and making recommendations to the TAM project manager.

Coordinating external projects review teams, to include the primary responsibility for conducting independent cost reviews (ICRs), independent cost estimates (ICEs), and others as requested and required.

Planning and scope review as it relates to maintaining the project baseline cost estimate and performing and executing earned value management on the program.

Working closely with assigned project delivery team (PDT) during the planning and estimating phase of each construction project; project work authorization/release; and identifying labor, material, and time requirements by reviewing scope of work and related documents.

Verifying scope trends and estimate costs versus preforming contract terms.
Requirements:

MUST BE A U.S. CITIZEN
-
Must hold an appropriate 4-year degree and have 7-15+ years of experience in the design, construction, or consulting industry.

Experience managing people and a wide range of projects.
-
One or more professional designations, including but not limited to CCP, PE, CVS, PMP.

Membership in a professional organization.
