Project Time & Cost, LLC (PT&C) is an international project management and construction management firm headquartered in Atlanta, GA, USA.

PT&C is preparing to expand our existing estimating team supporting the U.S. Department of Energy (DOE) Richland Operations Office at Hanford, WA. Responsibilities include developing independent government cost estimates (IGCEs), basis of estimates, scope dictionaries, and work breakdown structures.

Additional skills required to be successful include:

  • Excellent communication and interface skills; ability to elicit information and utilize in development of   products and provision of support.

  • Proficiency with Microsoft Word, Excel, PowerPoint, Access, and Outlook.

  • Cost Estimators should be familiar with MII cost estimating software; formal training may be

    required and provided.

  • Project Management Professional, Certified Cost Professional, or other recognized professional certification preferred.

 

Available Positions:

Entry-level Estimator

  • MUST BE A U.S. CITIZEN

  • BS/BA degree in Finance, Management or relevant field of study. Alternately, an accredited high school certificate plus eight years of specialized financial management experience in addition to the requisite experience

  • Five years of directly applicable experience in applying the theories, principles, and practices of operations and financial management

  • Perform quantity take offs; develop rates under direction of senior estimators; obtain vendor quotes

  • Perform input into estimating software system

  • Understanding of the use of a work breakdown structure

  • Estimator should be able to take direction from senior estimator and perform task assigned without much direction

Mid-level Estimator

  • MUST BE A U.S. CITIZEN

  • BS/BA degree in Business Management or relevant field of study. Alternately, an accredited high school certificate plus eight (8) years of specialized business management experience in addition to the requisite experience

  • Seven years of directly applicable experience in consulting support and management

  • Perform takeoffs, apply unit rates for labor, material, subcontracts and other direct costs, apply labor resources and develop activities within the estimate that relate to scope of work that adequately describes all costs associated with the scope

  • Estimator should be able to self-perform development of preliminary to fair cost estimate without supervision

  • Provide support to cost validation efforts, as part of peer-level quality control on both estimates and basis documentation

Senior-level Estimator

  • MUST BE A U.S. CITIZEN

  • BS/BA degree in relevant field of study. Alternately, an accredited high school certificate plus eight (8) years of specialized business management experience in addition to the requisite experience

  • Ten of directly applicable experience in consulting support and management

  • Perform takeoffs, apply unit rates for labor, material, subcontracts and other direct costs, apply labor resources and develop activities within the estimate that relate to scope of work that adequately describes all costs associated with the scope

  • Estimator should be able to self-perform development of rough order of magnitude to fair cost estimate without supervision

  • Lead estimate development efforts individually and as lead estimator on assigned IGCEs and interface directly with senior management to develop strategies, detailed plans, and supporting documentation for IGCEs

  • Develop and apply overheads, payroll taxes and general requirements to project IGCEs
